OSI is a band founded as a solo project of Jim Matheos (Fates Warning), subsequently, Kevin Moore (Chroma Key and ex-Dream Theater) joined to OSI . Many, the musicians who participate, as guests, to the albums' recordings, including, Mike Portnoy, Gavin Harrison, Steven Wilson, Mikael Åkerfeldt and others. The OSI's first release was "Office of Strategic Influence" (February, 2003).
